Overthrow is the fourth scenario of the Korean Campaign in Empire Earth II.

"The Yen invaded, but eventually their dynasty collapsed. The dragon's head was cut off, only to have another grow back. The Han have come in and set up Commanderies to collect taxes and drain the land of its natural resources. The people have had enough of this extortion, and the seeds of dissent have been sown. It's only a matter of time before the situation reaches a boiling point. But any action must be swift and decisive. People go about their daily activities so as not to arouse suspicion. Meanwhile, they build an army in secret, to oust these thieves from their strongholds, and drive them from the land.
Tribute to each Han as they demand while you secretly build your military to oust them when you are ready!"After the Yen Dynasty fell, the Han Dynasty arose as the dominant military force and set up Commanderies in the area. Although an occupation of sorts, the people of the day were allowed to practice their beliefs and go about their daily travails relatively unhindered. These Commanderies were there to make sure the flow of goods and taxes to China was maintained. But eventually, the people of Chosun grew increasingly discontent. As the Han Dynasty's power began to wane, it was only a matter of time before people took up arms against them.
- The Han patrols are not creative. You can expect them to keep to the same patrol route, if you watch long enough to figure out where they are going.
- You will want to research 'Commercial Law' as soon as possible to reduce the taxes on tributes.
- Make sure you keep all military forces, including your leader and buildings, away from Han patrols. They are very hard to catch once they spot you.
- If you bring ANY military units or buildings near the Han Commanderies, they'll declare war on you immediately.
- Choose your battles. Keep paying tribute to some of the Han forces while waging war on others.
- You almost certainly want to build additional farms, military buildings, and city centers in areas far from Han forces, once you find a safe location.
- Use spies in order to scout.

You begin the scenario with control over most of the map's territories, but you have no military buildings or units. Chosun, the civilisation you control, is under a state of subjugation. There are three Chinese commanderies (Zhenfan, Lelang and Lintun) that have forbidden you from producing any military units or buildings, and they will regularly extort you out of resources under the threat of death. Each commandery has its own patrols. These patrols have fixed routes and cover a fairly large amount of the map.
You need to build military facilities in secluded areas and produce military units. The best place do this is the area across the river to the northwest. Send a Spy or two to explore that area. There are also some small secluded areas in the western parts of the map, on the mainland. DO NOT produce any scouts, as these are classed as military units, and the Han patrols will recognise them as such. Leaders do not spawn in this scenario, so you need not worry about them appearing at a City Center and being detected by the patrols once you win a crown. Build your military facilities and units away from the road. Build a very sizeable force, and make sure to include at least three Heavy Rams. Be sure to produce some cavalry units and have them near your base. If any of the Han patrols spot your military, they will head back to their commandery to alert their leaders. If you do not have any cavalry units, then hunting down and eliminating the patrols before they can alert their commandery will be seriously difficult.
As the game suggests, you should research the 'Commercial Law' technology as soon as you can. This will be highly beneficial later on, when the tribute demands are much greater.
Make sure you have at least five citizens gathering food, wood and gold. You will need large amounts of these resources, as they are required for the tithings, as well as the creation of an army. Make sure you have your universities producing tech points at a fast rate, as well. Advancing to the next epoch is strongly recommended, not only for the unit and building upgrades, but also for gaining the sabotage ability. This ability will be very helpful later, as you will be able to sabotage the fortresses when your attacks begin.
In the later stages of the game, the commanderies not at war with you will become more belligerent. Not only will the commanderies' responses to your tributes become increasingly rude and aggressive, but several of their patrols will begin to take potshots at your units and buildings, using a style of hit-and-run tactic. When this starts, try to keep your citizens away from the roads, and if you are going to use them to repair the damage inflicted on buildings, make sure they are positioned behind the buildings, so they have cover.
When a commandery's tribute demands reach the 1,500 unit mark, complying with the request will result in an automatic uprising (not complying with the demand will make the next demand 4,500). You should have at least one spy at each commandery in order to prepare for this. You should do this regardless of whether you intend to continue tithing one or more of the commanderies to the 1,500 unit mark. The uprising will result in a large group of light and heavy infantry units (belonging to you) immediately spawning outside the now-hostile commandery's fortress. Sabotage the fortress (and any other enemy buildings if you can) immediately once the uprising against that commandery begins, in order to give your new attack force a fighting chance.
When hostilities begin, you should immediately bring your main force out of hiding. While moving to the commandery you seek to attack, patrols belonging to other commanderies may notice. You may need to destroy another commandery very soon after you are finished destroying the first one. As soon as a commandery turns hostile, its forces will try to capture the City Center closest to it. If they manage to capture it, the commandery will gain the ability to produce citizens and build structures, so it is strongly recommended that you send forces to prevent the capture.
Lintun is arguably the most dangerous commandery. It can only be attacked from one direction. It has a Dock and warships, as well. It is recommended that you destroy Zhenfan and Lelang before you take on Lintun. When you attack Lintun, keep your forces away from the shoreline, as the enemy ships are seriously powerful, and will inflict heavy casualties on your army if they are able to do so.
Once all the commanderies have been destroyed, the game will end and the scenario will be won.
