Description[]
A Capitol is the first building a player receives when starting a game in Empire Earth and is often the most important building of all. It is used to create Citizens, Canine Scouts, Heroes, Hot Air Balloons and to research various economic technologies.
Capitols cannot be built directly (unless all your previous Capitols have been destroyed), they can only be created by populating a Town Center with ten Citizens. They can be populated with a further thirty-five Citizens for the maximum resource bonuses; 15 stone, iron, and gold becomes 30 when dropped off. Capitols boost the morale of friendly units according to the number of Houses nearby.
